Maintenance Benefit Ranges / Estimates

 

 

I.      Routine Maintenance
  1. Benefit Potential:

         Craftsmen Cost Reduction (scheduling, prioritization):   ½ - 1½ hours/day/person (basis?)

         Multi-craft Skilled Craftsmen Cost Reduction:  ½ - 1 hour/day/person (basis?)

         Contractor Cost Reduction range (scheduling, prioritization):  Up to 40% (basis?)

         Contractor Productivity Improvement range: Up to 20% (basis?)

         Operator Cost Reduction:  (%idle time) X (%utilized discretionary hours) X (man hours)

 

II.    Reliability Centered Maintenance
  1. Benefit Potential:

         Reduce repetitive repair costs (value?)

         Reduce number of repairs by equipment category (value?)

         Increase unit availability (value?)

         Increase MTBF (value?)

 

III.   Turnaround Planning & Execution
  1. Benefit Potential:             

         Turnaround Cost reduction:  Up to 20% of turnaround budget {basis?}

         Run time extension:  Up to 17% of reduced turnaround budget {basis?}

 

 

 

Questions : (the metrics were pulled from the refinery best practices packet)

 

1.    What does “Contractor Reduction” mean versus “Contractor Productivity Improvement” and how are the two measured?  Independently or additive?

 

2.    Can “Operators” really do maintenance, if unionized?

 

3.    How does “Increasing the Run Time Extension” reduce the turnaround cost other than offset some of the expenditures?

 

4.    Do refineries track maintenance personnel’s skill set?  Do they really know their percentage by type?

 

5.    Are these the truly insightful questions/data requirements that will help a diagnostic team?

 

6.    WHERE do services (contractor) issues reside: (a) procurement, or (b) maintenance?  Who really has responsibility?  Who has the skills to make the negotiations successful?
